Utsjoki "The land of the Sami" is the northernmost municipality in Finland. The village Nuorgam (250 inhabitants) in Utsjoki is the northernmost town in Finland and the European Union. The majority (70%) of the 1400 inhabitants in this area are ethnic Sámi and the culture of Sámi is still present. There are more than 10,000 reindeer in this area and reindeer breeding is, besides tourism one of the area's main industries.

The municipality is great for recreational fishing and hiking. The river Teno is known for its excellent salmon fishery and attracts many fishermen to visit Utsjoki. The other rivers and lakes in the region are also known for their good fishing opportunities. Hikers can enjoy the nature in different ways. There are shorter hiking trails for day-trips, but Utsjoki is also an excellent starting point for longer treks into the wilderness. Ivalo Airport is located about 170 km from Utsjoki.
